The petitioners pray that Section 23 of the Merchant Shipping Consolidation Ordinance of 1899 as amended by Section 24 of the Amending Ordinance of 1901, may not be allowed to come into force in its present form, and that No. 16 of the proposed new Regulations may also be disallowed. The petitioners more particularly ask that the amended Section and the proposed new regulation should be modified so as to limit the liability of owners and agents of vessels, in respect of the costs and expenses of Medical treatment, to persons on the ship's articles.

3. This petition has received my careful attention and that of the Executive Council. With the exception of the two Unofficial Members of that Council it was unanimously advised that the Government should not recommend the alterations contemplated by the Petitioners. I attach for your information a copy of a minute by the Attorney General, who points out that though the shipowners would no doubt prefer...
